Political Leadership and Infrastructural Development in Anambra State: A Comparative Study of the Obi and Obiano Administrations (2006-2021)

This study conducts a comparative analysis of infrastructural development under the governorship administrations of Peter Obi and Willie Obiano in Anambra State, covering the period 2006 to 2021. Leadership style and governance philosophy have been identified in recent literature as critical variables shaping the trajectory of subnational development in Nigeria. The study is anchored on Transformational Leadership Theory, as developed by James MacGregor Burns and later extended by Bernard Bass, which emphasises the capacity of leaders to inspire institutional change and sustainable development. A descriptive research design was adopted, drawing on budgetary data, project completion reports, and official government records from Anambra State. In-depth interviews were conducted with twelve key informants including former commissioners, civil society representatives, and infrastructure consultants. Secondary data was obtained from the Anambra State Ministry of Finance and Works publications. Findings reveal that the Obi administration prioritised fiscal prudence and road infrastructure, completing over 1,500 kilometres of roads between 2006 and 2014. The Obiano administration focused on industrial and aviation infrastructure, commissioning the Anambra International Cargo Airport. However, both administrations recorded persistent deficits in healthcare infrastructure and rural electrification. It is concluded that leadership philosophy significantly shapes infrastructural priorities, though both administrations fell short of comprehensive developmental outcomes. The study recommends the institutionalisation of long-term state development plans that transcend individual administrations.
