Political Settlements, Elite Bargains, and Democratic Consolidation in Nigeria: A Longitudinal Study

This study develops and applies the political settlements framework to the analysis of Nigeria's democratisation trajectory, investigating how the content and stability of elite bargains struck at critical junctures of Nigerian political history have shaped the country's capacity to consolidate democratic institutions. The political settlements approach, associated with the developmental political economy literature, proposes that the distribution of power among elite factions relative to the organisational power of institutions determines the space within which institutional change is possible. The study extends this framework to an African multiparty democracy context, contributing original theoretical modifications that account for Nigeria's specific configuration of ethnic federalism, resource-dependent political economy, and post-military legacy. Using a longitudinal qualitative design covering five critical junctures from the 1999 transition to the 2023 elections, the study draws on elite interview data collected in three research phases, extensive archival analysis, and comparative engagement with settlement frameworks applied in Ghana, Kenya, and South Africa. The application of the framework reveals that Nigeria's Fourth Republic has been sustained by a series of inter-elite bargains that distribute electoral and economic rents across regional and ethnic power blocs, producing regime stability but at the cost of programmatic policy development and effective accountability institutions. The study argues that the 2023 elections represented a partial disruption of the prevailing settlement through the emergence of non-elite presidential candidacy, with indeterminate long-term consequences for settlement stability. Original contributions include a typology of African democratic settlements and a diagnostic framework for assessing settlement resilience.
