Poverty Reduction Programs and Local Government Effectiveness in Zamfara State: A Study of Gusau Local Government Area

📖 ABSTRACT/OVERVIEW

This study evaluates the effectiveness of poverty reduction programs implemented through local government authorities in Gusau Local Government Area of Zamfara State, North West Nigeria. Zamfara State ranks among Nigeria's poorest states, with rural communities in Gusau facing multidimensional poverty manifested in food insecurity, limited access to healthcare, poor educational attainment, and inadequate shelter. Local governments are mandated to implement federal and state poverty alleviation programs, yet their effectiveness remains questionable due to poor targeting, leakage of benefits, and administrative inefficiencies. This study uses a survey design, collecting data from 200 respondents including program beneficiaries, local government social welfare officers, and community leaders. The Capabilities Approach and the Social Protection Framework provide the conceptual grounding. Secondary data includes reports from the National Social Investment Program, Zamfara State Ministry of Poverty Alleviation, and recent academic literature on poverty governance in Nigeria. Descriptive statistics and logistic regression are used to analyze the data. Findings are expected to reveal that poor community targeting, corruption, and political patronage significantly undermine program effectiveness. Recommendations include transparent beneficiary identification processes, community-based monitoring committees, and improved data systems for tracking poverty indicators at the local government level.
