Professional Development Needs of Sharia Court Judges in Zamfara State: Continuing Legal Education and Competency Assessment

The professional competence of Sharia court judges is fundamental to the legitimacy and quality of Islamic justice administration in northern Nigeria, and systematic assessment of continuing legal education needs among the Zamfara State Sharia judiciary is essential for targeted professional development investment. This study assesses the professional development needs, training gaps, and continuing legal education requirements of Sharia court judges in Zamfara State. A professional survey methodology is applied to forty Sharia judges across four court levels in Zamfara, using validated competency assessment questionnaires developed from the IIUM Institute of Islamic Banking and Finance judicial competency framework adapted for northern Nigerian conditions. Competencies assessed include knowledge of contemporary Islamic jurisprudence, procedural law proficiency, judgment writing standards, family law specialisation, and capacity to manage constitutional interface questions. Structured interviews with ten senior judges and five judicial training officers supplement the quantitative data. Available literature on Sharia judicial training in northern Nigeria identifies irregular training opportunities, limited access to contemporary Islamic legal scholarship, and inadequate judgment writing training as critical professional gaps. The Maqasid al-Shariah-informed professional judiciary standard and the National Judicial Institute training frameworks provide the professional reference. Findings are expected to reveal domain-specific competency gaps. Recommendations address structured annual continuing judicial education programmes, partnerships with Islamic law faculties, and specialised family and commercial law training tracks for Zamfara State Sharia judges.
