Rethinking Social Protection Policy Design in Sub-Saharan Africa: Theoretical Contributions from the Nigerian Conditional Cash Transfer Experience

This study rethinks social protection policy design theory in sub-Saharan Africa, generating original theoretical contributions from a deep empirical analysis of Nigeria's conditional cash transfer experience under the National Social Investment Programme. Social protection theory has been predominantly developed in high-income country contexts and applied with limited contextual adaptation to African settings, generating persistent implementation failures. Drawing on social policy theory, developmental welfare state literature, and recent social protection evaluation evidence from 2019 to 2024, the study employs a theory-generating mixed-methods research design. A multi-state longitudinal panel survey tracking 480 conditional cash transfer beneficiary and non-beneficiary households across six states representing all geopolitical zones is conducted over two survey rounds. Elite interviews with 50 social protection policymakers, programme implementers, and independent evaluators are also conducted. Structural equation modelling and grounded theory analysis are applied to quantitative and qualitative data respectively. The study generates an original African Social Protection Design Framework with five theoretically grounded design principles: contextual conditionality calibration, adaptive targeting mechanisms, community legitimacy anchoring, shock-responsive trigger architecture, and graduation pathway embedding. This framework challenges universalist design prescriptions and advances context-sensitive social protection theory for low-capacity federal states. Findings carry significant implications for the redesign of Nigeria's social investment programmes and the broader social protection policy agenda in sub-Saharan Africa.
