📖 ABSTRACT/OVERVIEW
This study investigates the role of education district officers in improving the quality of public primary schools in Niger State, North Central Nigeria. Education district officers serve as the operational link between state education authorities and individual schools, responsible for inspection, supervision, teacher support, and policy communication. Despite their critical intermediary role, their effectiveness in driving school quality improvement has received limited empirical attention in the Nigerian context. A descriptive survey design was adopted, with data from 30 education district officers, 40 Local Government Education Authority supervisors, and 150 head teachers across Minna, Bida, and Suleja local government areas. District officer effectiveness was assessed across dimensions of visit frequency, feedback quality, problem-solving support, and reporting accuracy. Primary school quality indicators included teacher attendance rates, curriculum coverage, and primary school leaving examination performance. Pearson correlation and regression analysis were applied. Results reveal that district officers who conduct regular school visits with structured feedback produce significantly better quality outcomes in their cluster schools. Officers constrained by poor transportation and inadequate operational budgets demonstrated lower visit frequency and weaker school quality associations. The study concludes that education district officers can meaningfully improve primary school quality when operationally supported. It recommends that Niger State allocate dedicated transportation funds and operational budgets to district officers and introduce a structured school quality improvement coaching framework for all district officer engagements.
