Study of Claims Management Practices in Civil Engineering Projects in the South West Nigeria

Construction claims management is a specialised function that protects contractor and client interests in civil engineering projects, yet practice standards vary widely across Nigerian regions. This study examines claims management practices in civil engineering projects in the South West geopolitical zone, covering road and bridge projects in Lagos, Ogun, and Oyo States. A mixed-method design was used, with 88 quantity surveyors, contractors, and dispute resolution practitioners forming the study sample. Structured questionnaires and review of selected claims documentation provided the data. Analysis involved descriptive statistics and content analysis. Findings reveal that claims for extension of time, additional payment for unforeseen conditions, and acceleration costs are the most frequently lodged claim types in the South West. However, claim documentation is frequently inadequate, with poor contemporaneous records, incomplete delay analysis, and absent supporting cost data weakening claim merit. The study finds that quantity surveyors with claims management training are significantly more effective at securing fair resolution of contractor claims. Recommendations include integration of claims management as a formal service offering in quantity surveying firms, training in delay analysis methodologies such as time impact analysis, and development of a standardised claims documentation protocol for Nigerian civil engineering contracts.
