The Effectiveness of Internal Audit Functions in Mitigating Financial Risk in Nigerian State-Owned Enterprises

This study evaluates the effectiveness of internal audit functions in mitigating financial risk in Nigerian state-owned enterprises. State-owned enterprises remain significant actors in Nigeria's economy, operating in sectors including petroleum, electricity, water, and transport. However, many SOEs are characterized by poor governance, financial mismanagement, and recurrent operational losses that necessitate government bailouts. Strengthening the internal audit function within SOEs has been proposed as a key mechanism for improving risk management and financial accountability. This study uses a survey design, collecting data from 85 internal audit directors, risk officers, and board audit committee members in 12 state-owned enterprises across Abuja, Lagos, and Enugu. Internal audit effectiveness is assessed using dimensions of scope, independence, risk coverage, and reporting quality. Financial risk mitigation outcomes are measured through audit finding resolution rates, fraud incident frequency, and compliance scores. Regression analysis is applied. Results show that internal audit effectiveness is significantly and negatively associated with financial risk exposure in sampled SOEs. Audit independence from management was the most critical determinant of effectiveness, followed by the technical competence of audit staff. The study concludes that internal audit functions in Nigerian SOEs are underperforming their risk management potential due to structural independence constraints. It recommends that SOE boards establish audit committees with genuine independence and legal authority to receive and act on internal audit findings without executive interference.
