Background: The International Criminal Court's issuance of arrest warrants related to the Russia-Ukraine war and the Israel-Gaza conflict between 2023 and 2024 has intensified longstanding debates regarding the Court's jurisdictional authority, enforcement capacity, and perceived political selectivity among non-signatory major powers. Aims/objectives: This study examines how recent high-profile warrant issuances have affected the Court's institutional credibility and practical enforcement capabilities within an increasingly polarized international system. Method: A qualitative document analysis of Court rulings, state party responses, and academic commentary was conducted alongside interviews with international criminal law practitioners familiar with enforcement mechanisms. Results: Findings indicate that warrant issuance against leaders of both signatory and non-signatory states generated significant diplomatic friction, with several allied states publicly questioning compliance obligations while others reaffirmed institutional support. Enforcement remained heavily dependent on voluntary state cooperation, exposing structural limitations in the Court's coercive capacity absent its own enforcement mechanism. Conclusion: The research concludes that the Court's authority increasingly depends on sustained diplomatic coalition-building among supportive states rather than universal jurisdictional consensus. Strengthening regional judicial cooperation frameworks and expanding state party accession efforts are recommended to reinforce the Court's long-term institutional legitimacy and enforcement reach amid a fragmenting global consensus on international criminal accountability mechanisms.
