Towards an Integrated Coastal Observatory for Nigeria: Framework Development and Implementation Strategy

The systematic, sustained, and integrated observation of Nigeria's coastal and marine environment is foundational to evidence-based ocean governance, climate adaptation planning, and the development of marine industries, yet Nigeria currently lacks a functioning integrated coastal observatory system comparable to those operational in the United States, Europe, and South Africa. This dissertation addresses this governance and scientific infrastructure gap by developing a rigorous conceptual framework and implementation strategy for a National Integrated Coastal Observatory for Nigeria, grounded in systems engineering principles, stakeholder needs assessment, and critical evaluation of international observatory models. The research framework encompasses four interconnected studies. First, a systematic review of 15 operational coastal observatory systems globally identifies best practice design principles, governance models, data management standards, and lessons for developing-country implementation. Second, a structured needs assessment through consultations with 85 stakeholders drawn from federal and state government agencies, the petroleum industry, maritime sector, academic institutions, fishing communities, and civil society organisations identifies priority observation requirements and willingness-to-participate indicators. Third, a gap analysis maps existing observation infrastructure in Nigeria (tide gauges, weather stations, research vessels, satellite receiving facilities, environmental monitoring networks) against identified needs to determine investment priorities. Fourth, a phased implementation strategy with costed capital and operational budgets, governance structure proposals, data sharing frameworks, and human resource development plans is developed through iterative stakeholder co-design workshops. Theoretical contributions include an original Developing-Country Coastal Observatory Readiness Index and a financing mechanism framework adapted to the Nigerian fiscal and institutional context.
