Voter Apathy and Democratic Participation in Anambra North Senatorial Zone: A Study of the 2023 General Elections

This study investigates the causes and consequences of voter apathy in the Anambra North Senatorial Zone during the 2023 general elections. Voter apathy has emerged as a critical challenge to the legitimacy and representativeness of electoral democracy in Nigeria, with turnout figures consistently declining across successive election cycles. The study is anchored on the Rational Choice Theory of voting, as articulated by Anthony Downs, which posits that citizens vote only when they perceive that the expected benefits of participation outweigh the costs. A descriptive survey design was employed. The population comprised registered voters in the nine local government areas of Anambra North Senatorial Zone. A sample of 330 respondents was drawn through systematic random sampling from INEC voter registers. Data was collected using structured questionnaires administered at community centres and market squares. Findings reveal that voter apathy in the zone was primarily driven by distrust in the electoral process, fear of violence enforced by IPOB sit-at-home orders, and disillusionment with elected representatives who fail to deliver constituency dividends. The study finds that official voter turnout in the zone averaged 22.6 percent in 2023, well below the national average, with significantly lower turnout recorded in riverine communities. It is concluded that structural and attitudinal factors combine to suppress political participation in Anambra North. The study recommends targeted voter education, enforcement of electoral security, and mandatory community performance reporting by elected representatives to rebuild voter confidence.
