Competency Assessment of Newly Employed Administrative Officers in Imo State Government Ministries

This study assesses the competency levels of newly employed administrative officers in Imo State Government ministries, within Nigeria's South East geopolitical zone. Entry-level administrative competency is a foundational factor in public sector efficiency, yet the quality of new recruits in Nigerian state ministries has been a recurring concern due to gaps between university curricula and workplace requirements. Using a descriptive survey design, the study targets newly recruited administrative officers (with less than two years of service), their supervisors, and human resource managers in seven Imo State ministries. Structured competency assessment questionnaires and performance evaluation records form the primary data collection instruments. The Competency-Based Human Resource Management Framework provides the theoretical anchor, supported by literature from 2020 to 2024 on public service capacity in Nigeria. The study measures competencies across domains including information management, office technology proficiency, written communication, and interpersonal skills. Gaps identified are correlated with educational backgrounds and training exposure prior to employment. Recommendations are aimed at the Imo State Civil Service Commission and tertiary institution curriculum committees.
