Study of Building Setback Violations and Their Impact on Streetscape Quality in Akure, Ondo State

Building setback regulations are foundational to creating safe, coherent, and aesthetically consistent urban streetscapes, yet widespread non-compliance with approved setback lines is a persistent feature of residential and commercial development in Nigerian cities. This study examines the prevalence, nature, and streetscape consequences of building setback violations in four major streets in Akure, the Ondo State capital. Physical survey data were collected for one hundred and thirty-five building frontages, comparing actual setback distances against approved planning scheme requirements obtained from the Ondo State Urban and Regional Planning Authority. Violation types were classified as full encroachment, partial projection, or accessory structure encroachment. Streetscape quality was assessed through a structured visual preference survey administered to sixty pedestrians and twenty-five professional observers including architects and planners. Results show that sixty-one percent of surveyed frontages exhibited setback violations of varying severity. Full encroachment, involving the main building wall built to or beyond the plot boundary, was recorded in twenty-three percent of cases. Streetscape quality ratings were significantly lower in survey segments with higher violation densities, primarily due to the resulting loss of spatial definition, pedestrian space, and visual rhythm. Respondents cited safety from vehicular traffic, shade provision, and ability to slow walk as the pedestrian qualities most adversely affected. The study identifies inadequate development control enforcement capacity, an absence of post-approval inspection, and low public awareness of setback requirements as root causes.
