Evaluation of Drainage Infrastructure Integration in Residential Layouts in Owerri, Imo State

Inadequate drainage infrastructure integration in residential layouts is a primary cause of flooding, property damage, and environmental degradation in many Nigerian cities, and its assessment in Owerri is particularly important given the city's experience of recurrent flood events in recent years. This study evaluates drainage infrastructure integration in six residential layouts in Owerri Municipal, assessing drainage design adequacy, construction quality, maintenance status, and the relationship between drainage provision and flood vulnerability at the neighbourhood level. Physical surveys documented open drain dimensions, gradients, outlet arrangements, silting levels, and connectivity to major drainage arteries. Development plans from the Imo State Urban Development Directorate were obtained for comparison against as-built conditions. GIS analysis was used to map drainage connectivity networks and identify disconnection points. Interviews were conducted with sixty household representatives regarding flood experience history and drainage maintenance responsibility perceptions. Results reveal that as-built drainage provision deviates significantly from approved layout plans in four of six estates, reflecting inadequate development control at the construction stage. Drain silting and blockage, attributable to absent maintenance regimes, was recorded in seventy-nine percent of surveyed drain segments. Three of six neighbourhoods showed disconnected drainage networks, with dead-end drains that failed to connect to trunk systems. Flooding has been experienced in the past three years by eighty-four percent of households in the two most deficient layouts. Recommendations address development control enforcement, mandatory drainage maintenance by layout developers, and community-based drain clearing programmes linked to the Imo State flood management programme.
