Assessment of Nigerian Port Authorities’ Capacity to Manage Sino-Nigerian Shipping and Trade Documentation

The volume of Sino-Nigerian shipping traffic passing through Apapa, Tin Can Island, and Calabar ports has grown dramatically over the past decade, creating significant professional demands on Nigerian port authority staff, customs officers, and freight forwarding agents in terms of trade documentation management and communication with Chinese shipping lines. This study assesses the capacity of Nigerian port authorities to manage Sino-Nigerian shipping and trade documentation requirements. A professional assessment design was adopted, with questionnaires administered to 80 Nigerian Customs Service officers, port authority staff, and freight forwarding agents at Apapa and Tin Can Island ports in Lagos and Calabar Port in Cross River State. Structured interviews with ten shipping line representatives, five Chinese freight agents, and six Nigerian port authority management officials provided supplementary data. Findings indicate that documentation processing delays attributable to language barriers between Nigerian port staff and Chinese shipping agents are estimated at 15 to 25 percent of all processing time for Chinese cargo. Only 6 percent of sampled port authority staff have any Mandarin language training. Mandarin-speaking Nigerian freight agents command premium service fees. Digitisation of shipping documentation reduces but does not eliminate language-related delays. The study concludes that Nigerian port authorities require targeted Mandarin language and Chinese trade documentation training for port-facing staff, and recommends establishing a Mandarin for Port Operations certificate programme under the Nigerian Shippers' Council.
