Professional Assessment of Governance Deficiencies in Urban Consumer Cooperatives in Lagos State

Urban consumer cooperatives in Lagos State face recurring governance failures that undermine member confidence and limit competitive viability in one of Africa's most commercially dynamic urban markets. This study conducted a professional assessment of governance deficiencies in consumer cooperatives in Lagos, South West Nigeria. A diagnostic assessment approach was employed, combining document review of governance records from twenty urban consumer cooperatives in Ikeja, Surulere, and Lagos Island with structured questionnaires administered to 200 cooperative leaders and members. Governance dimensions assessed included board election compliance, financial transparency, annual general meeting regularity, member grievance mechanisms, and strategic planning existence. A governance scoring rubric was developed and applied to all twenty cooperatives. Results showed that only 35.0 percent of cooperatives held board elections within scheduled timeframes. Financial statements were shared with all members in 45.0 percent of cases. Only 25.0 percent had a strategic plan of any kind. Grievance mechanisms existed in 40.0 percent of cooperatives, but were reportedly functional in fewer than half of those cases. The composite governance score averaged 44.3 out of 100, classified as weak. Cooperatives scoring above 60 showed significantly higher member retention and financial performance. The study concludes that governance deficiency is systemic in Lagos urban consumer cooperatives and proposes a Professional Cooperative Governance Improvement Programme, including board leadership training, transparency checklists, and regular regulatory compliance reviews, for adoption by the Lagos State Ministry of Commerce.
