Developing a Risk Management Framework for Producer Cooperatives in the Cocoa Sector of Ondo State

Cocoa producer cooperatives in Ondo State face multiple operational risks including commodity price volatility, weather-related crop failure, input supply disruptions, and member default on cooperative obligations. This study developed a risk management framework for cocoa producer cooperative societies in Ondo State, South West Nigeria. A framework development methodology combining risk landscape assessment, comparative analysis, and expert validation was adopted. The risk assessment involved structured interviews with 45 cocoa cooperative leaders and 15 state extension officers in Akure South, Ile-Oluji, and Ifedore LGAs, supplemented by document review of two seasons of cooperative production and financial records. The comparative analysis drew on cocoa cooperative risk management practices from Ghana, Côte d'Ivoire, and other West African cocoa producing countries. The resulting framework identifies twelve specific risk categories applicable to Ondo cocoa cooperatives and provides management responses for each. Key risk categories with highest likelihood and impact include cocoa price volatility, mid-crop season credit default, and cooperative officer financial misconduct. Mitigation responses include commodity price hedging agreements, staggered loan disbursement tied to crop stages, and mandatory financial bonds for cooperative treasurers. The framework was validated by fourteen experts in cooperative management and agricultural commodity systems. The study recommends the Ondo State Cocoa Cooperative Federation adopt the framework as the standard risk management reference for all cocoa cooperative societies under its registration.
