An Examination of Chinese Road Construction Projects in Niger State: Community Impact Assessment

Niger State in North Central Nigeria has been the site of several major road construction projects financed and executed by Chinese companies as part of bilateral infrastructure agreements. This study examines the community impact of Chinese road construction projects in three Local Government Areas: Minna, Kontagora, and Suleja. A mixed-methods design was employed, with structured questionnaires administered to 220 community members along three project corridors, supplemented by interviews with Niger State Ministry of Works officials, local government councillors, and Chinese construction company representatives. Secondary data from project environmental impact assessment reports were also analysed. Findings indicate significant improvements in travel time and agricultural produce transportation in areas served by completed road projects. However, 48 percent of respondents report that dust and noise pollution during construction periods created health burdens without adequate compensation. Local workforce participation in construction was minimal, with Chinese firms sourcing 85 percent of their labour from Chinese nationals or other states. Post-project road maintenance handover to Nigerian authorities has been inadequate in two of three projects. The study concludes that Chinese road construction in Niger State generates important regional connectivity benefits but requires stronger community engagement frameworks, local labour inclusion mandates, and formal maintenance transfer protocols to maximise long-term community benefit in the North Central geopolitical zone.
