Determinants of Project Management Maturity in Nigerian Federal Ministries: A Multi-Ministry Empirical Study

Project management maturity in Nigerian federal ministries is a critical determinant of public investment efficiency, yet no empirical multi-ministry maturity assessment exists in the literature. This study identifies the determinants of project management maturity across six Nigerian federal ministries. A cross-sectional survey will recruit 300 project managers, programme officers, and permanent secretaries from the Ministries of Works, Health, Education, Agriculture, Finance, and Power. The Project Management Maturity Model (PMMM) will assess maturity levels, and organizational variables including leadership support, training investment, PMO presence, and ICT infrastructure will be analyzed as determinants using hierarchical multiple regression. Between-ministry maturity comparisons will be conducted using ANOVA. This study directly fills the absence of a government-wide maturity evidence base in Nigeria and will generate findings that the Bureau of Public Service Reforms can use to prioritize project management capacity investment across federal MDAs.
