Evaluating the Effectiveness of Cooperative Apex Bodies in Supporting Primary Cooperative Societies in South South Nigeria

Cooperative apex bodies are expected to provide technical support, advocacy, training, and financial facilitation for primary cooperative societies, yet their effectiveness in delivering these services in South South Nigeria has not been professionally assessed. This study evaluated the effectiveness of cooperative apex organisations in supporting primary cooperative societies across the South South geopolitical zone, focusing on Rivers, Bayelsa, and Delta States. A professional evaluation design was adopted, incorporating structured questionnaires administered to 180 primary cooperative leaders regarding their interactions with apex bodies, supplemented by key informant interviews with twelve apex body officials and six state cooperative department representatives. Effectiveness dimensions assessed included training provision frequency, financial support facilitation, advocacy impact, dispute resolution assistance, and inter-cooperative networking facilitation. Quantitative ratings and qualitative narratives were triangulated. Results showed that only 38.3 percent of primary cooperatives had received any formal training from the apex body in the preceding two years. Financial support facilitation reached fewer than 20 percent of primary societies. Dispute resolution assistance was accessed by 27.8 percent when needed. Overall apex body effectiveness was rated as satisfactory by only 31.1 percent of primary cooperative leaders. Staff capacity, funding shortfalls, and internal leadership struggles were identified by apex officials as primary constraints. The study recommends restructuring apex body funding through a percentage levy on primary cooperative surpluses, complemented by annual performance accountability reporting to state cooperative departments.
