Federalism, State-Local Government Relations, and Development Accountability in Nigeria: Cross-Zonal Evidence

This study analytically examines how the constitutional and political structure of state-local government relations in Nigeria's federal system affects development accountability at the grassroots level, drawing cross-zonal evidence from six case states representing each of Nigeria's six geopolitical zones. Nigeria's 1999 Constitution creates a three-tier federal structure in which local governments are constitutionally recognized yet practically subordinated to state governments through joint account systems, state-controlled local government elections, and executive appointment of transition committee administrators, all of which systematically erode local government accountability to their primary constituents. Guided by the Accountability Framework of Schedler and the Federalism Theory of Watts, this research collects primary data from 300 respondents across six states including Sokoto, Lagos, Enugu, Benue, Rivers, and Gombe through structured questionnaires, interviews, and document reviews. Secondary data includes constitutional provisions, state local government laws, and academic literature on Nigerian federalism and governance. Regression analysis with state-fixed effects and qualitative comparative analysis are employed. The study addresses a significant gap in cross-zonal comparative research on state-local government relations and their accountability implications. Findings are expected to demonstrate that states with weaker constitutional protections for local government autonomy exhibit lower development accountability scores and worse service delivery outcomes. Recommendations include constitutional amendments to insulate local government councils from state executive interference, independent local government electoral commissions, and judicial enforcement mechanisms for local government financial autonomy.
