Managing Host Community Relations in Oil-Producing Areas: Professional Frameworks for Petroleum Companies in Delta State

This study develops a professional framework for managing host community relations among petroleum companies operating in Delta State, South South Nigeria, responding to the obligations established under the PIA 2021's community development provisions. Effective host community management has emerged as a critical determinant of operational continuity for petroleum companies, with unmanaged conflicts contributing to significant production losses annually. Using a professional action research design, the study engages community relations managers from five petroleum companies in Delta State through structured focus group discussions and individual interviews. The analysis benchmarks corporate practices against the NUPRC's Host Community Development Trust implementation guidelines and the UN Guiding Principles on Business and Human Rights. Findings reveal that companies with dedicated community engagement frameworks experience fewer operational disruptions and lower litigation costs. However, the absence of standardised professional competencies for community relations officers limits consistency of outcomes. The research proposes a professional competency framework for petroleum community relations practitioners and recommends the Nigerian Institute of Public Relations certify community engagement specialists for the oil sector.
