Maritime operations at Apapa Port in Lagos are sensitive to meteorological conditions including fog, heavy rainfall, extreme winds, and sea state, with weather-related delays generating substantial economic costs in Nigeria's primary seaport. This study presents a professional meteorological assessment of weather-related operational delays at Apapa Port, quantifying the frequency, duration, and economic impact of weather disruptions and evaluating the adequacy of current port weather service arrangements. Berth allocation records and port operations logs from the Nigerian Ports Authority (NPA) for 2021 to 2023 were cross-referenced with meteorological observations from the Lagos Port weather station and ERA5 reanalysis data. Economic cost estimates for weather delays were derived from NPA berth detention fee schedules and shipping agent delay cost models. Results indicate that weather-related delays account for an average of 3.2 percent of total ship turnaround time at Apapa Port, equivalent to approximately 18,400 vessel-hours per year and an estimated annual economic cost of 12.6 billion naira. Fog events during the early morning hours of October through January account for the single largest category of weather delays at 41 percent of total delay hours. The study identifies the absence of a dedicated marine weather forecast service tailored to Apapa Port operations as a critical service gap. Recommendations include establishment of a NiMet marine meteorological desk at Apapa and a Port Marine Weather Bulletin issued at six-hourly intervals throughout the operational day.
