Professional Ethics in Petroleum Regulatory Practice: A Study of NMDPRA Officials in Lagos State

This study evaluates the professional ethics standards and conduct of officials of the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) in Lagos State, examining how ethical norms are maintained within a high-value regulatory environment subject to significant industry influence. Professional integrity in downstream petroleum regulation is foundational to market fairness, consumer protection, and investor confidence. Using a mixed-methods professional study design, the research administers a self-administered ethics assessment questionnaire to sixty-two NMDPRA field officers and licensing officers in Lagos and analyses results against the NMDPRA Code of Conduct and the Public Service Rules. Qualitative interviews with five senior NMDPRA managers and three downstream industry stakeholders complement the quantitative findings. The study finds that knowledge of ethics obligations is moderate among junior officials, and that informal industry relationships create pockets of regulatory risk. The research recommends mandatory annual ethics certification for NMDPRA officials and the installation of an independent ombudsman for downstream regulatory complaints.
