Strategic Management of Petroleum Licensing Obligations: Compliance Challenges for Mid-Tier Companies in Nigeria

This study examines how mid-tier petroleum companies operating in Nigeria strategically manage their licensing obligations under the PIA 2021 and associated NUPRC regulations. Mid-tier operators, defined here as companies with production capacities between 5,000 and 50,000 barrels per day, occupy a distinctive position in the Nigerian petroleum landscape, facing compliance demands comparable to major international operators but with significantly fewer resources. Using a professional case study methodology, the research documents the compliance management practices of six mid-tier companies operating across the South South and South West zones through interviews with twelve compliance officers and review of their internal regulatory management frameworks. Comparative analysis draws on NUPRC licence condition audit outcomes from 2021 to 2024. Findings indicate that mid-tier companies disproportionately bear administrative compliance costs and report structural bottlenecks in interfacing with multiple overlapping regulatory agencies. The study recommends a dedicated mid-tier operator compliance window within NUPRC and a harmonised single-agency inspection protocol to reduce duplication. These outcomes are practically relevant to petroleum compliance professionals, legal counsel, and industry associations in Nigeria.
