Land Governance, Property Rights, and Urban Development in Local Government Areas of Lagos State: An Analytical Study

This study analytically examines how land governance frameworks and property rights regimes affect urban development patterns and economic investment in local government areas of Lagos State, South West Nigeria. Lagos State is Nigeria's most economically productive and most densely populated state, yet its urban local government areas are characterized by fragmented land tenure systems, contested boundary claims, overlapping regulatory jurisdictions, and widespread informal tenure that impede investment, infrastructure development, and planning. Grounded in the Property Rights Theory of de Soto and the Urban Land Economics Framework, this research collects primary data from 240 respondents including real estate investors, town planning officials, land survey professionals, informal settlement residents, and local government development control officers across six local government areas. Secondary data includes Lagos State Land Bureau records, building permit datasets, and comparative urban governance literature from African megacities. Multiple regression analysis and spatial mapping techniques are employed to analyze the relationship between tenure security indicators and urban development investment levels. The study fills a critical gap in analytical research on land governance at the local government level in Lagos State. Findings are expected to demonstrate that tenure insecurity significantly reduces formal investment in real estate, business premises, and infrastructure, while sustaining informal development that creates long-term planning challenges. Recommendations include accelerated land titling programs, digitization of land registries, and community land regularization initiatives in informal settlements.
