Seasonal climate outlooks produced by NiMet represent a potentially powerful resource for anticipatory flood preparedness planning, yet their translation into operational emergency management decisions remains limited in many Nigerian states. This study professionally analyzes the application of NiMet's Annual Rainfall Prediction (ARP) seasonal outlooks in flood preparedness planning for Anambra State, where annual flooding of the Niger River floodplain affects hundreds of thousands of people. Document analysis of Anambra State SEMA flood preparedness plans for 2019 to 2023 was conducted alongside structured interviews with 20 SEMA and Local Government Emergency Management Committee officials. A forecast-to-action framework assessed the institutional pathway from seasonal outlook receipt to preparedness resource pre-positioning decisions. Results demonstrate that while Anambra SEMA receives NiMet ARP outlooks annually, pre-positioning of emergency relief supplies and evacuation drills are triggered by media reports of upstream flooding rather than by probabilistic outlook products. Quantitative comparison of ARP outlook lead categories with observed flooding outcomes confirms that ARP correctly predicted above-normal rainfall in four of five study years, representing unutilized predictive value. A practical standard operating procedure linking specific ARP probability thresholds to preparedness action timelines is developed as a key study output. Recommendations include formal adoption of the developed SOP within Anambra SEMA's institutional framework and structured quarterly weather briefings by NiMet Enugu.
