📖 ABSTRACT/OVERVIEW
This study conducts an empirical comparative analysis of bureaucratic capacity, institutional quality, and local development effectiveness across local government areas in South East Nigeria, covering Anambra, Enugu, Imo, Abia, and Ebonyi States. Despite shared cultural, historical, and economic characteristics, local government development performance varies significantly across the South East, with some councils achieving markedly better outcomes in infrastructure, social services, and revenue generation than others. Guided by the Bureaucratic Institutionalism Theory and the Weberian Model of Rational Bureaucracy, this research develops and applies a composite Bureaucratic Capacity Index incorporating variables of staff professionalism, rule adherence, meritocratic recruitment, and process standardization. Primary data is gathered from 300 respondents across fifteen local government areas through structured questionnaires and document reviews. Secondary data includes State Ministries of Local Government annual performance assessments, National Bureau of Statistics sub-national data, and comparative African literature on bureaucratic quality and governance. Panel regression and comparative case analysis are employed. The study addresses a gap in comparative local government research within South East Nigeria by providing systematic evidence on the institutional determinants of development performance. Findings are expected to demonstrate that bureaucratic capacity, more than financial resources, explains inter-council development performance variation. Recommendations target merit-based civil service reforms, reduction of political appointment of technical positions, and professional certification requirements for key local government departments.
