EU Diplomatic Protocol and Nigerian Host Country Obligations: A Professional Guide

This study develops a professional analysis of the diplomatic protocol obligations of Nigeria as a host country to European Union missions and member state embassies, examining how Nigeria's foreign affairs administration manages the privileges, immunities, and operational requirements of European diplomatic missions under the Vienna Convention on Diplomatic Relations. Nigeria hosts one of the largest concentrations of European diplomatic missions in Africa, and the Federal Ministry of Foreign Affairs Protocol Department manages complex and ongoing interactions with EU diplomatic actors. This applied research draws on the Vienna Convention on Diplomatic Relations, Nigeria's Diplomatic Immunities and Privileges Act, and professional documentation from the Nigerian Ministry of Foreign Affairs' State Protocol Department. Interviews with senior protocol officers, EU Delegation administrative staff, and Nigerian Foreign Service Institute trainers provide primary professional data. The study examines specific protocol management challenges including diplomatic vehicle registration, mission zone designation, crisis communication protocols, and the management of diplomatic incidents involving European nationals in Nigeria. The research also examines how bilateral host country agreements have been used to supplement the Vienna Convention in managing EU-Nigeria mission operations. Findings provide a practical professional reference for Nigerian foreign service officers and diplomats managing EU mission relationships.
