The EU-Nigeria Development Cooperation Framework: A Professional Analysis of the 2021-2027 Cycle

This study provides a professional analysis of the EU-Nigeria Development Cooperation Framework for the 2021-2027 programming cycle, examining its strategic priorities, funding allocations, implementation mechanisms, and alignment with Nigeria's national development planning frameworks. The 2021-2027 EU-Nigeria cooperation framework, underpinned by the EU's Global Gateway strategy and the Nigeria Agenda 2050, represents the most recent articulation of the bilateral development partnership. This applied research draws on the EU-Nigeria Country Indicative Programme (CIP) for 2021-2027, EU External Investment Plan documentation, Nigeria Agenda 2050 strategic documents, and professional literature on EU development cooperation programming published between 2021 and 2024. Interviews with EU Delegation programme officers, Nigerian Ministry of Budget and National Planning officials, and sectoral implementing partners in Abuja provide primary professional analysis data. The study examines the priority sectors of the current cooperation framework (green transition, digital connectivity, security, and human development), the funding modalities employed, and the results frameworks used to measure programme contribution to Nigeria's development goals. The research also critically evaluates the degree of alignment between EU programme priorities and Nigeria's own identified development needs across its six geopolitical zones.
