European Union Delegations in African Countries: Comparative Lessons for Nigerian Diplomatic Practice

This study examines the operations of European Union Delegations across selected African countries, drawing comparative lessons for Nigerian diplomatic practice in terms of how African host countries can effectively engage EU diplomatic actors to maximise development, trade, and security cooperation outcomes. EU Delegations in Africa vary significantly in their operational scale, programme mandate, and political influence, and understanding these variations offers professional insights for Nigerian diplomats and policymakers seeking to optimise EU-Nigeria engagement. This applied comparative study draws on secondary literature in EU external relations and diplomacy published between 2020 and 2024, including comparative case analyses of EU Delegations in South Africa, Ethiopia, Kenya, and Senegal. Interviews with Nigerian foreign service officers posted at EU institutions, EU Delegation staff in Abuja, and African diplomatic practice experts provide primary professional analysis data. The study examines how host countries with sophisticated diplomatic infrastructure have developed structured engagement mechanisms with EU Delegations, including dedicated EU liaison desks in foreign ministries and whole-of-government EU engagement strategies. Findings are translated into practical professional recommendations for the Nigerian Ministry of Foreign Affairs and the Nigerian Institute of International Affairs (NIIA) to strengthen strategic engagement with the EU Delegation in Abuja.
