European Union Cooperation with the National Human Rights Commission of Nigeria: A Professional Evaluation

This study evaluates the professional effectiveness of European Union cooperation with the National Human Rights Commission (NHRC) of Nigeria, examining how EU support has strengthened the NHRC's institutional capacity, mandate delivery, and engagement with Nigerian human rights stakeholders. The NHRC is Nigeria's principal national human rights institution and operates across all 36 states and the Federal Capital Territory. EU cooperation with the NHRC has included financial support, technical assistance, and programmatic collaboration under EU democracy and human rights frameworks. This applied research draws on EU programme documents, NHRC annual reports from 2019 to 2024, and secondary literature on national human rights institution capacity building published between 2019 and 2024. Interviews with NHRC commissioners, EU programme officers, and civil society human rights organisations provide primary professional data. The study examines how EU-supported capacity building has strengthened specific NHRC functions, including complaints reception, investigation, monitoring, and public education, and whether EU cooperation has improved the NHRC's Paris Principles compliance rating. The research also examines how EU cooperation has influenced the NHRC's engagement with victims of human rights violations in conflict-affected states including Borno, Plateau, and Taraba.
