Professional Assessment of EU Trade Facilitation Programmes at Nigerian Ports of Entry

This study provides a professional assessment of European Union trade facilitation support programmes at Nigeria's major ports of entry, including Apapa Port (Lagos), Tin Can Island Port, and the Kano Dry Port. Trade facilitation, encompassing customs modernisation, border management efficiency, and risk-based inspection systems, is a priority area in the EU-Nigeria trade development agenda. EU support for Nigerian trade facilitation has been channelled through the EU-ECOWAS Trade Facilitation Programme and bilateral technical assistance to the Nigeria Customs Service (NCS). This applied study draws on EU programme documentation, NCS operational statistics from 2020 to 2024, World Bank Doing Business port performance data for Nigeria, and secondary literature on Sub-Saharan African customs reform published between 2019 and 2024. Semi-structured interviews with NCS senior officers, freight forwarders, and EU programme consultants at Apapa Port and Kano Dry Port provide primary data. The research evaluates the professional impact of EU trade facilitation programmes on port clearance time, import and export documentation requirements, and anti-corruption mechanisms in Nigerian customs operations. The study also identifies persistent barriers, including infrastructure constraints and ICT system interoperability, that limit EU programme impact.
