Political Interference in Local Government Administration and Its Effect on Development Outcomes in Southwest Nigeria

This study analytically examines the mechanisms through which political interference by state governments undermines local government administrative effectiveness and development outcomes in South West Nigeria, with empirical reference to Ogun, Ekiti, and Osun States. Political control of local government councils by state executive and legislative actors is a pervasive feature of Nigerian sub-national governance, manifesting through manipulation of local government elections, dictation of council appointments, diversion of statutory allocations through joint account committees, and imposition of political project priorities that override community development needs. Grounded in the Neo-Patrimonialism Theory and the Political Capture Framework, this study employs a mixed methods design collecting primary data from 240 respondents including former and serving council officials, state government bureaucrats, civil society governance analysts, and academic experts. Secondary data includes State Independent Electoral Commission records, local government financial statements, and comparative governance literature from West Africa. Both quantitative regression analysis and qualitative thematic analysis are applied. The study fills a gap in the empirical literature on political economy dimensions of local government dysfunction in South West Nigeria. Findings are expected to demonstrate statistically significant negative effects of political interference on project completion rates, revenue collection performance, and citizen satisfaction indicators. Recommendations include constitutional amendments entrenching local government financial autonomy, independent electoral commissions for council elections, and judicial remedies for political interference in council operations.
