📖 ABSTRACT/OVERVIEW
Lightning strikes to telecommunications infrastructure constitute a major source of operational disruption and financial loss for network operators in high-flash-density regions of Nigeria, particularly in Lagos State. This study presents a professional review of lightning protection standards applied to telecommunications infrastructure in Lagos State, assessing compliance with IEC 62305 international standards and Nigerian regulatory guidelines. Site assessment surveys were conducted at 40 telecommunications base transceiver station sites operated by two major mobile network operators in Lagos Mainland and Lagos Island divisions. Each site was evaluated against a 35-item lightning protection compliance checklist developed from IEC 62305 Part 3 requirements. Lightning flash density data for Lagos derived from the NASA LIS/OTD dataset were used to classify site risk zones. Results show that only 52 percent of surveyed sites meet the minimum grounding resistance requirement of less than 10 ohms, while 38 percent lack an approved surge protection device on the main feeder cable. High flash density zones including Shomolu, Kosofe, and Ikorodu LGAs show the poorest compliance rates, coinciding with reported base station downtime attributed to lightning-induced faults. The study recommends mandatory annual lightning risk assessments for all base station sites and updating of Nigerian Communications Commission registration requirements to include lightning protection compliance certification.
