Social Capital and Community Development in Rural Local Government Areas: Empirical Evidence from Plateau State

This study empirically investigates the relationship between social capital endowments and community development outcomes in rural local government areas of Plateau State, North Central Nigeria. Plateau State is characterized by high ethno-religious diversity and a history of communal conflict, conditions that have variably depleted and, in some communities, strengthened social capital in the form of trust, reciprocity networks, and collective action norms. Drawing on the Social Capital Theory of Putnam and the Community Resilience Framework, this research examines whether communities with stronger bonding and bridging social capital achieve better outcomes in self-help development projects, local government program uptake, and post-conflict reconstruction. Primary data is gathered from 240 respondents in eight rural local government areas through structured questionnaires and focus group discussions. Secondary data includes Plateau State Peacebuilding Agency reports, community development association records, and academic literature on social capital in conflict-affected communities in Africa. Structural equation modeling is employed to test the hypothesized relationships between social capital dimensions and development outcomes. The study fills a significant gap in empirical literature on social capital in ethnically divided, conflict-prone Nigerian communities. Findings are expected to reveal that bridging social capital across ethnic and religious lines is a stronger predictor of development outcomes than bonding capital within groups. Recommendations include inter-community dialogue programs, joint development project governance structures, and local government peace dividend investments in community infrastructure.
