Transparency, Corruption Control, and Local Government Development Investment in Northeast Nigeria: Empirical Evidence

This study empirically investigates the relationship between transparency practices, anti-corruption mechanisms, and development investment efficiency in local government areas of Northeast Nigeria, with data drawn from Gombe, Taraba, and Bauchi States. The Northeast geopolitical zone faces a compounded governance challenge of institutional weakness, security threats, and resource mismanagement that together severely constrain development outcomes despite significant statutory allocations. Using the Institutional Corruption Theory and the Transparency-Accountability Nexus Model, this research collects primary data from 240 respondents including local government finance officers, civil society accountability monitors, residents, and state audit officials. Secondary data includes State Auditor General reports for 2019 to 2024, Bureau of Public Procurement enforcement records, and comparative governance literature from West Africa. Panel data regression analysis and Transparency Index scoring are employed. The study fills a critical gap in the empirical literature on the governance-development investment link in Northeast Nigeria, a region underrepresented in sub-national governance research due to security access challenges. Findings are expected to demonstrate that local government areas with higher transparency scores, measured through budget disclosure, contract publication, and audit compliance, channel significantly higher proportions of statutory allocations into capital development rather than recurrent administrative expenditure. Recommendations include adoption of an Open Local Government Initiative for Northeast states, mandatory online contract disclosure, and civil society audit shadow panels for all councils.
