Application of PRINCE2 Methodology in Public Sector IT Projects in Lagos State Government Ministries

PRINCE2 is a structured, process-based project management methodology widely adopted by governments and public sector organizations globally, yet its application in Nigerian state government IT projects is limited. This study examines the application of PRINCE2 methodology in public sector IT projects in Lagos State government ministries. A cross-sectional design will recruit 150 project managers, IT directors, and senior government officials from the ministries of Finance, Education, and Health, which have recently executed IT transformation projects. A structured questionnaire will assess PRINCE2 component application across business case development, organizational roles, quality management, plan management, risk management, change control, and progress monitoring. Project outcome ratings will be compared across PRINCE2 adoption levels using ANOVA. Nigerian public sector IT projects have historically suffered from inadequate methodology application, contributing to high failure rates. This study will provide evidence supporting PRINCE2 adoption and adaptation guidelines for Lagos State government project teams and inform the Lagos State Office of Transformation, Creativity, and Innovation.
