Assessment of Project Management Information Systems in Ministries of Works Across North East Nigeria

Project Management Information Systems (PMIS) enable real-time data capture, reporting, and decision support for complex project portfolios, yet their adoption in North East Nigerian state ministries of works remains limited. This study assesses the adoption and effectiveness of PMIS in Ministries of Works across North East Nigeria, covering Adamawa, Bauchi, Borno, Gombe, Taraba, and Yobe States. A cross-sectional survey will recruit 120 project engineers, IT officers, and ministry directors from the six states. A structured questionnaire will assess PMIS infrastructure availability, functionality use, data quality, user training, and management decision support. The Information Systems Success Model (ISSM) will frame effectiveness assessment. Descriptive statistics and regression analysis will identify adoption predictors. Evidence from North East Nigeria indicates that manual reporting systems dominate infrastructure project management despite growing digital infrastructure. Post-conflict infrastructure rebuilding demands in Borno and Adamawa States have amplified the need for robust PMIS. Findings will guide North East state governments and the North East Development Commission in PMIS investment and capacity-building.
