📖 ABSTRACT/OVERVIEW
Project closeout is the final and frequently neglected phase of project management, encompassing documentation, knowledge transfer, contract finalization, and lessons-learned capture. This study assesses project closeout practices in projects implemented by the Federal Ministry of Education (FMoE) in Abuja, Federal Capital Territory. A cross-sectional survey will recruit 130 project officers, procurement staff, and education ministry field coordinators from the FMoE and affiliated agencies managing school construction and educational equipment projects. A structured questionnaire will assess closeout process completeness, document archiving quality, contractor final account settlement, beneficiary handover practices, and lessons-learned utilization. Descriptive statistics and chi-square tests will examine associations between closeout practice quality and project documentation adequacy. Nigerian federal ministry evidence consistently highlights poor project closeout as a barrier to knowledge management and recurrent project failure. Findings will support FMoE's project management standard operating procedure development and inform the National Council on Education's infrastructure management guidelines.
