📖 ABSTRACT/OVERVIEW
Systematic project performance measurement is essential for evidence-based infrastructure management, yet the Federal Roads Maintenance Agency (FERMA) has not been subject to rigorous assessment of its performance measurement practices in North Central Nigeria. This study evaluates project performance measurement systems in FERMA's North Central zone operations covering Benue, Kogi, Kwara, Nasarawa, Niger, and Plateau States. A cross-sectional survey will recruit 130 FERMA engineers, project supervisors, and zonal directors from North Central zone offices. A structured questionnaire will assess the design, data quality, utilization, and management effectiveness of performance measurement systems. Earned Value Management (EVM) metrics, balanced scorecard indicators, and physical progress tracking will be evaluated. Descriptive statistics and regression analysis will identify performance measurement gaps. Evidence from Nigerian road maintenance operations highlights reliance on subjective progress reporting and irregular performance reviews, contributing to inflated maintenance budgets and premature road deterioration. Findings will support FERMA's performance management reform agenda in the North Central zone.
