Contract Administration Challenges in Oil and Gas Pipeline Projects in Rivers State, South South Nigeria

Contract administration in oil and gas pipeline projects involves complex multi-party arrangements, regulatory obligations, and technical specifications that demand rigorous management competencies. This study examines contract administration challenges in oil and gas pipeline projects in Rivers State, South South Nigeria. A cross-sectional survey will recruit 140 contract managers, project engineers, legal officers, and procurement specialists from international oil companies and engineering, procurement, and construction (EPC) contractors operating in Port Harcourt and Obio-Akpor. A structured questionnaire will assess challenges across contract formation, variation management, payment certification, claims handling, and dispute resolution. Descriptive statistics and multiple regression analysis will examine the relationship between specific challenges and project delivery outcomes. Evidence from Rivers State oil and gas projects highlights inadequate contractor capacity assessment, ambiguous contract terms, and slow variation order processing as principal administration challenges. Findings will contribute to contract management best-practice recommendations for IOCs and EPC contractors in the Niger Delta.
