EU-Funded Health Systems Strengthening Programmes in Taraba State: A Professional Assessment

This study undertakes a professional assessment of EU-funded health systems strengthening programmes in Taraba State, North-East Nigeria, evaluating programme design, implementation, and outcome performance against stated objectives. Taraba State, characterised by significant rural health access deficits and a complex humanitarian context arising from cross-border tensions, has received targeted EU health systems support under the European Development Fund (EDF) and bilateral health cooperation programmes. This applied research draws on EU programme monitoring reports, Taraba State Ministry of Health performance data, and World Health Organization (WHO) health systems assessment frameworks. Semi-structured interviews with EU programme officers, state health officials, and implementing partner staff provide primary data. The study examines how EU health systems interventions have targeted key health system building blocks, including workforce capacity, supply chain management, health information systems, and community health worker programmes. The professional assessment evaluates not only technical programme outcomes but also the governance and accountability mechanisms built into EU health systems contracts. Findings identify lessons learned for the design of future EU health investments in North-East Nigeria and contribute to the professional practice knowledge of health development managers operating in complex, resource-constrained environments.
