European Union Digital Cooperation and E-Governance Development in Niger State

This research assesses the contribution of European Union digital cooperation initiatives to e-governance development in Niger State, North-Central Nigeria. Niger State, one of Nigeria's largest states by land area, faces significant challenges in public service delivery, revenue management, and citizen engagement, challenges that effective digital governance tools can potentially address. The EU has supported digital governance in Nigeria through programmes under the EU-Africa Digital Economy Initiative and bilateral technical assistance partnerships. This applied study draws on EU programme documentation, Niger State government digital transformation strategy reports, and secondary literature on e-governance in sub-Saharan Africa published between 2020 and 2024. Interviews with Niger State Ministry of Finance digital services staff, EU programme consultants, and civil society digital rights organisations provide primary data. The research examines how EU-supported digital governance tools have been deployed in Niger State, covering areas such as digital revenue collection, land registry digitisation, and public health information systems. The study evaluates professional adoption challenges including digital literacy among civil servants, cybersecurity readiness, and connectivity infrastructure limitations. Findings contribute to professional practice knowledge for development managers and digital governance specialists working on EU-funded digital cooperation projects in Nigerian states.
