European Union Sanctions Policy and Nigeria’s Response: A Post-2022 Analysis

This study examines Nigeria's diplomatic and economic response to European Union sanctions regimes, particularly in the context of sanctions imposed on Russian entities following the 2022 Ukraine invasion and the implications for Nigeria's multidimensional foreign policy. The EU's expanded use of economic sanctions as a foreign policy instrument has created complex compliance and positioning dilemmas for middle-income African states like Nigeria, which maintain bilateral relations with sanctioned countries while pursuing European trade and development partnerships. This applied research draws on EU Council decisions on sanctions, Nigerian Ministry of Foreign Affairs public communications, and policy literature published between 2022 and 2024. The study examines how Nigerian diplomatic communications have addressed EU requests for sanctions compliance, how Nigerian financial institutions have navigated SWIFT and banking restriction implications, and how the Nigeria-Russia bilateral relationship has been managed alongside the EU partnership. The research employs a policy analysis framework, evaluating Nigeria's strategic positioning in the context of competing great-power interests in Africa. Findings are intended to inform professional diplomats and foreign service officers about the practical management of multilateral sanctions regimes and their implications for Nigeria's foreign economic policy.
