Impact of Public-Private Partnerships on Infrastructure Project Delivery in Ogun State, South West Nigeria

Public-private partnerships (PPPs) represent a strategic financing and delivery mechanism for infrastructure development, yet evidence on their performance outcomes in South West Nigeria is limited. This study evaluates the impact of PPP arrangements on infrastructure project delivery performance in Ogun State. A cross-sectional design will recruit 140 PPP unit officials, private sector project managers, financial advisors, and concessionaires from five PPP projects in road, water, and industrial estate development. A structured questionnaire will assess PPP agreement quality, risk allocation, performance monitoring, payment mechanisms, and delivery outcomes across cost, time, and quality dimensions. Multiple regression analysis will identify PPP design factors most strongly associated with delivery success. Nigerian PPP literature highlights inadequate feasibility studies, poor risk transfer design, and payment obligation defaults by government as primary sources of PPP failure. Findings will provide practical recommendations for the Ogun State PPP Unit and the Infrastructure Concession Regulatory Commission regarding PPP design optimization.
