Managing European Partnership in Nigeria’s Education Sector: Lessons from the Edo ELAN Programme

This research examines the management and implementation lessons from the EU-funded Education for Life Advancement in Nigeria (ELAN) programme in Edo State, South-South Nigeria, a flagship EU-Nigeria education development initiative. The ELAN programme, targeting improved learning outcomes, teacher capacity, and girls' school retention, represents one of the EU's most substantial recent investments in Nigerian basic education. This applied study draws on EU programme evaluation reports, Edo State Universal Basic Education Board (SUBEB) data, and implementation documentation from ELAN programme management units. In-depth interviews with programme managers, education officials, headteachers, and community school management committees in Edo provide primary data. The research examines how the programme managed the complex partnership between EU donors, federal education agencies, Edo State government, and international implementing NGOs, identifying coordination successes and breakdowns. The study also evaluates the sustainability mechanisms built into ELAN programme design, including government co-financing commitments and community engagement strategies, and assesses whether EU education investments in Edo are likely to generate durable improvements beyond the programme cycle. Findings offer practical professional guidance for development managers working on EU-funded education programmes in Nigeria.
