Managing European Union Grant Compliance in Nigerian Civil Society Organisations: Professional Challenges

This study investigates the professional and institutional challenges faced by Nigerian civil society organisations (CSOs) in managing compliance with European Union grant requirements. EU grants remain among the most prestigious and substantial sources of external funding for Nigerian CSOs working in governance, human rights, and development sectors. However, EU grant management frameworks, including procurement rules, financial reporting standards, and audit requirements, are technically demanding and have created significant professional capacity challenges for implementing organisations. This applied study draws on structured interviews with programme managers, finance officers, and organisational directors in CSOs based in Lagos, Abuja, Enugu, and Maiduguri that have received EU funding between 2019 and 2024. Supplementary documentary analysis of EU grant agreement templates and Directorate-General NEAR audit guidelines is included. The research examines the specific compliance challenges most frequently encountered, the training and capacity-building resources available to Nigerian CSO staff, and the consequences of compliance failure for organisational reputation and future funding access. Findings identify critical professional skills gaps in areas including procurement documentation, financial narrative reporting, and visibility requirements, and recommend a structured professional development pathway for Nigerian EU grant managers.
