Professional Assessment of EU-Funded Rural Livelihoods Programmes in Gombe State

This study provides a professional assessment of European Union-funded rural livelihoods programmes implemented in Gombe State, North-East Nigeria, evaluating their relevance, effectiveness, and sustainability in addressing rural poverty and food insecurity. Gombe State, characterised by predominantly agropastoral livelihoods and vulnerability to seasonal climate shocks, has received EU rural development support under the European Development Fund and through UN-agency partnership programmes. This applied research draws on EU programme evaluation reports, Gombe State Agricultural Development Programme (GADP) data, and secondary literature on rural livelihoods programming in North-East Nigeria published between 2020 and 2024. Semi-structured interviews with programme beneficiaries, implementing partner staff, and Gombe State government officials provide primary assessment data. The study evaluates the design logic of EU rural livelihoods interventions in Gombe, examining the degree to which programmes have addressed the specific constraints faced by smallholder farmers, pastoralists, and rural women in accessing markets, inputs, and financial services. The research also examines coordination mechanisms between EU programmes, state government agricultural services, and international NGOs operating in the Gombe livelihoods space. Findings offer professional lessons for programme designers and development practitioners working in North-East Nigeria's rural economy.
