Programme Management and Benefits Realization in Federal Government Capital Programmes in Kano State, North West Nigeria

Programme management extends project management by coordinating related projects to realize strategic benefits that could not be achieved independently, yet its formalized application in Nigerian federal capital programmes is limited. This study evaluates programme management practices and benefits realization in federal government capital programmes in Kano State, North West Nigeria. A cross-sectional survey will recruit 140 programme managers, project directors, and benefits owners from three federal capital programmes in infrastructure, health, and education delivered through Kano State. The Managing Successful Programmes (MSP) framework will guide assessment of programme management maturity and benefits realization management. Benefits realization outcomes will be measured through predetermined programme benefit indicators documented at programme inception. Descriptive statistics and correlation analysis will examine relationships between programme management quality and benefits achievement. Evidence from Nigerian federal programmes suggests that benefits management planning is rarely conducted at programme level, with projects managed independently without consideration of collective strategic outcomes. Findings will inform programme management capacity development in the Federal Ministry of Finance's public investment management system.
